For Staff to take into Consideration. Pretty much an extremely rough draft of ideas. I'm willing to go over and better explain them. Also I left out most of the other races due to my unfamiliarity/lack of ideas for them.
Saiyans

Oozaru Form - PL = 10
Requirements: Full Moon
Effects:
- A loss of complete control, attack anything that enters attention span, wild, mad, extremely violent. This Phase of lack of control will remain as such until the Saiyan reaches maturity at a PL of 1,500.
- Ki level is bolstered x4
- Cannot be stacked with other transformations
- If tails is damaged in any way the user feels it x10. Removal of tail reverts the Saiyan to original state though reverted to 10% of their PL and in a near death state.
- Regrowth of the tail will take two months IRL time.
Super Saiyan - PL = 750,000
Bonuses Include:
- x1.5 Ki level.
- Ki drains by 3% per post till ASSJ is achieved.
Ascended Super Sayain - PL =
Bonuses include:
- x1.5 Ki level.
- Ki drains by 1% Per post.
- Replaces Super Saiyan Ability.
Ultra Super Saiyan - PL =
Bonuses include:
- x2 Ki Level.
- Dramatic increase to Raw Strength
- Dramatic decrease to raw speed.
- Ki drains by 4%
Super Saiyan 2 - PL =
Bonuses Include:
- x2 Ki level.
- Ki drains by 5%
Ascended Super Saiyan 2 - PL =
Bonuses Include:
- x2 Ki Level.
- Initial Transformation decrease of 5%.
- Ki Drains by 2%
Super Saiyan 3 - PL =
Bonuses Include:
- x2.5 Ki Level.
- Initial Transformation requires 2-3 Posts time to complete.
- Ki Drain by 8%
Namekians
Sentient Charge - PL = 40
Effect:
- Though it requires a period of time to charge once completed the Namekian is capable of extreme focus of their Ki.
- Requires a 3 post period undergoing no damage or attacks to focus their energy. If mobile adds another post to count.
- For a following 10 posts after the Namekian is able to reduce the charge and expense of all Ki attacks by 1. (Be that a PL cost or post period)
- Breaking a PL of 1,500 they may further expand upon this ability and expand upon the physical damage of their hits.
1st Merging - PL = 80,000
Effect:
- The ability is permenant but the user is capable of defusing if warrented. However with the defusing comes the reversal of the bonuses as well. All gains under this period will be split evenly.
- Ki Level is increased by x1.5
2nd Merging - PL =
Effects:
- Ability is permanant, undergoing such follows the same pattern as the first however once done the first merging is locked and cannot be undone.
- Ki Level is increased by x2.0
- Ki abilities are granted an additional 10% increase due to perfected understanding.
Humans
Basic Training - 5 Training periods
Effect:
- PL Is increased 10%
Potential - PL = 50,000
Effect:
- PL is Increased by 25%
Enraged Assault - PL =
Ability:
- A Single assault ablity that raises PL x5
Advanced Training - 15 Training periods
Effect:
- PL is increased by 15%
- Heightened understanding of Ki allows physical attacks to allow blow backs and Ki attacks require 1 less post to charge.
Final Potential - PL =
Effect:
- PL is increased by 25%
Masters Training - 30 Training Periods
Effect:
- Breakthrough is now useable once PL allows
- PL is increased by 15%
- Mastered Ki abilities allows for a recharge time where the energy expended upon your attacks are recharged by half in the following post.
Breakthrough - PL =
Ability:
- Requires a 2-3 Post charge
- Physical Damage must be at a maximum point
- All physical injuries are manipulated to be used in a series of attacks lasting 5 posts.
- Ki level is increased x5 for this period.
