The Power Level is your over all abilities put into a single number. Speed, endurance, strength. This number is you in every way. It is relative to your opponent and their skills.
The Starting PL for this board is 300.
The ways to raise this is through fighting and training, we will cover each in this explanation.
For fighting here you gain a boost depending on who you're fighting.
If the person is stronger than you (Higher PL) then you gain a Power Level boost = to 8% of your current PL (Maximum of 3,000). (I.E. 8% of 300 is 24.)
If your opponent is weaker than you, you only gain 5% of your current PL (Maximum of 2,000). (I.E. 5% of 300 is 15.) Same for if your opponent is exactly as strong as you.
If you fight someone who is twice your power level or more you gain 16% of your current PL in exp (Maximum of 6,000). (I.E. 16% of 300 is 48.)
If you have double or more PL than your opponent you will only gain +1% your current PL in experience.
Fighting multiple opponents at once will give you regular fight exp of 8%, but you get +1% per opponent beyond one. So fighting two people gets you 9% (Maximum of 8,500)
For Training you get to make one training post in the Training section once every week resetting on Tuesday. For this training your post will be looked over for quality, and if your training is approved you gain +5% to your PL. (For your first training its treated as a fight and instead of 5% you get +150 to your PL.)
Remember for the %, you always round down the remainder.

Ki is the manifestation of your inner power into the real world. You may come up with moves on your own. Following these outlines.
A Ki blast is Ki focused into a single point, or in a certain direction to create pure energy. This can increase your Power Level by quite a bit. Or not at all, but the blast will be what carries the PL, not the user.
Here are the list of the different bonuses Ki blasts are capable of:
+10% - This blast is like a quick Kamehameha wave Taking just long enough to say the word These abilities cause little to no fatigue.
+15% - This is similar to Krillin's first Distructo Disk. There is some strain with it's use and one can get fatigued over prolonged or repeated use rather quickly.
+20% - This is a longer Kamehameha taking some strain, much like Roshi's first Kamehameha in Dragon Ball. There is a large amount of strain with these abilities and aren't used very often due to the fatigue it can cause with repeated use.
+25% - This would be Vegeta's first Gallick Gun fired at Goku in their first battle. The final last ditch full power attack. Showing your opponent everything you've got. There is a great amount of strain and fatigue that go along with these moves making you almost instantly tired.
Ki blasts that require a charge can be in the same post, however during the role play these delays in attack need to be taken into account.
Any Ability that simply boosts your PL beyond 15% can not be used while in a transformed state.
Abilities can go beyond the stated percentages, all the way up to +40%. However these moves are very self destructive and come with heavy penalties. From lowered PL for multiple threads, to not being able to transform, or even straight up just doing damage to yourself.
Healing abilities also exist. However, if they are not racial (IE; Namekian, Majin), or an ability for transformations (IE; Ice-jin, Bio-Android) then you will incur a penalty of -10% PL for the remainder of the thread it was used in.
Now there are also abilities like the Kaio-Kan where you increase your own PL for physical fighting. The same applies above.
You must use a whole training post to discover Ki blasts.
